NEW OSA Process for Upgrading and Maintenance Assessments

Last night, at our TSRA pre-season meeting, OSA Manager of Officials Nicky Pearson, along with  Tony Camacho made mention of the new process by which referees will be getting assessments starting this year.

Here is the “Cole’s Notes” breakdown:

  1. Make sure you have enough credits within RefCentre by May 30 (Upgrading) or June 30 (Maintenance)
  2. OSA will assign assessors to your games automatically as needed, via RefCentre (no longer accepting requests for assessment)
  3. As long as you have a qualifying game assigned to you in RefCentre, the OSA will be able to assign an assessor for that match
  4. OSA’s goal is to have most assessments completed as early as possible in order to get them out of the way.
  5. Once you have completed and passed all the necessary assessments, and if you still have remaining credits in RefCentre, please email Lyndon Hooper (lhopper@soccer.on.ca) and ask for a refund.
  6. If you DO NOT request the refund, your credits will roll into the next year however, you do run the risk of having another, unnecessary assessor assigned to a match because as long as you have credits in your account, your name will show up on the OSA’s list.  If this happens, the OSA will not refund your money.

Pre-Season General Meeting:

Date: Thursday, May 05, 2015
Time & Location:
Doors and Registration at 7:00pm
Meeting starts promptly at 7:30pm
York Civic Centre,  2700 Eglinton Ave. West.

This meeting is open to all TSA referees.
You are STRONGLY encouraged to attend as you will receive valuable information for your season.
Information will be supplied such as assignors, coaches, league rules, how to use E2E, and an opportunity to introduce yourself to other referees in the district.

We will have 2016 Membership Forms on-hand so you’ll be able to register or renew your membership for this year.

NEW Changes to LOTG

The 130th Annual General Meeting (AGM) of The International Football Association Board (IFAB) took place on Saturday 5 March, which highlighted all the latest updates and exclusive content from Cardiff.

Several hot topic issues such as video assistance for match officials, assessing ‘triple punishment’ and ‘sin bins’ were discussed.

Also, some key changes to the Laws of the Game (LOTG) were proposed and accepted.

David Elleray was the perfect figure to lead the team tasked with making the Laws of the Game more accessible, concise and clear by the International Football Association Board (IFAB), after he refereed with distinction at the top level of the English game for over a decade.

The most significant alterations to the Laws?
In a way, the change to ‘triple punishment’ is part of the revision but others include; a player who is injured by a yellow or red card foul can have quick treatment and not have to leave the field of play because that seemed unfair. Where a foul occurs off the field of play, as part of play, that is restarted with a free kick and not a drop ball. Also, trying to stop unfairness with penalty kicks, a stronger punishment if the kicker doesn’t behave correctly, whether he scores or not it will always be a free kick. If the goalkeeper moves early and the kicker doesn’t score it will be a retake but also a yellow card for the goalkeeper.

Changes will be available online in May (theifab.com) and the whole book and each individual Law will be available for download.

Referee Appreciation Day @ BMO Field

In July 2014, during an under 15 boys soccer match at a local Toronto soccer field, referee and association Vice President Matthew Bagazzoli was refereeing when one of the players (14 years old) collapsed during the game and tragically lost his life on the field due to heart failure.  If there was an AED machine at the field, we may have been able to save his life.  It was because of this incident that the TSRA decided to team up with Toronto FC and Rescue 7 to raise funds for AED Heart Defibrillators at soccer fields in the GTA.

Organized by your Toronto Soccer Referees’ Association (TSRA), in close partnership and cooperation with MLSE’s TFC and Rescue 7, we’re proud to announce this special event. Come join us on Sunday, September 13 at BMO Field to watch TFC take on New England Revolution and be part the first TFC Referee Appreciation Game Day event to honour all the soccer referees in Toronto, across the GTA and beyond. And just by participating, you’ll be contributing to this year’s TSRA fundraising campaign to buy and place a life-saving defibrillator at a local Toronto soccer field.
